Because this was a lazy and cynical trainwreck of a cash grab. They tried to keep the character's around the same age of people who grew up with Rugrats, but at the same time wanted to make their adventures more age appropriate. So instead of having the characters in similar situations, minus the gross shit (because let's face it, kids don't change much from the age in which they're still considered toddlers up until the age when puberty starts), they wrote them as high schoolers instead, which seemed to be the "cool" thing at the time or something.
But who knows really, I just really fucking hate this show since it premiered, so I'm probably biased. Rugrats ended after the movies for me.

There was an episode where Chuckie was doing his family tree and was having a tough time because he had to go through the history of his mom, and it hurt him a lot because he never really knew her, and then his Asian sister bitched at him for not including her in the family tree since they were related by marriage while ignoring the fact he was holding a knife against his wrist.

There was an episode where the principal tries to figure out what's wrong with Dill and everyone says that's probably because Phil and Lil dropped him on his head which made him permanently retarded.

There was the episode where Tommy and Angelica accidentally kissed and they felt horrible about it but Angelica's mom told her to not worry about it since Tommy was Jewish thanks to his mom so it meant she was spared God's wrath since he was Choson, so they started having regular sex since they couldn't be punished.

I think it's awful too and hate how they ruined Tommy by making him essentially a Bizarro world version of himself. I think the developers wanted to make sure they duplicated As Told by Ginger enough to get the same audience. Meaning, to appeal to how teenagers supposedly feel, they had to make him that insecure and cowardly. Him in particular since he's the main character and the one they most want the audience to relate to. That being said, to play Devi's Advocate, what if Tommy was so bothered by his fear of water because he felt it violated his brave, take-charge sort of attitude? Kind of like the episode of KotH when it reveals Hank is afraid of bats, only a lot stupider?

I can see that, though I think the main motivation for that gag/character quirk is how babies put anything, even gross shit, in their mouth immediately and worms fit the bill. Also, I don't get the impression Phil is as much gay (especially since he's so clearly aroused by his sister) as he is obsessed and overly dependent on his sister. Like the episode where she kept doing shit on her own and he felt bad not being able to tag along. This obsession, combined with the confusion he faced of being mistaken for Lil his whole life, made him want to be her in a way. It works perfectly because it is in perfect opposition to Lil's new character trait where she dyes her hair and wears weird clothes and the like to look as little like Phil as possible. As much as that makes sense though I can't shake the belief that I've thought about it more than the actual creators.

Hey Arnold's plots were a lot more fantastic and silly. While normally the cartoon is grounded enough to not have impossible occurrences, the rare exceptions being shit like Pigeon Man flying off (that isn't Arnold replacing the memory of the guy committing suicide because that is fucking retarded, though it was a clear reference to suicide and symbolic of it). One of the reason's Hey Arnold is way better than As Told by Ginger is the constant plots and events that, while not being impossible, are unlikely and strange to the point of making the show more entertaining than a realistic show, which sucks since it's essentially a simulation of the very world we live in and, in a way, defeats the point of participating in an activity made for escaping real life for a bit.

From what I vaguely remember: I think Phil always thought to himself that him and Lil were the same/supposed to be the same. Seeing Lil in her bra made him realize that they were different; not just a little, but a lot. Phil couldn't relate to (or be like) Lil because she's a girl whose body is different/changing in a way that his doesn't/can't. Phil couldn't really handle the realization that they weren't the same or going through the same things. Phil felt like him and Lil were in different worlds now and he didn't want to be left out, but he was.

When I try to remember the relationship they had in Rugrats, all I can think is that they loved each other maybe too much. I think Phil was probably in love with his sister.

Probably because it was a slice of life show, and you really couldn't make a good SoL with 10 year olds acting like 10 year olds in a realistic setting, so of course they made them into 10 year olds acting like 16 year olds in a realistic setting. They really should have just made them into teenagers really, it would make most of the plots actually believable instead of "Why are they doing this? They're like 10 years old."
