Here is my initial concern about this and I know it sounds like a nerd spewing but read me out:
I like the idea, I love it, I want to see a Nightwing Movie. I've been wanting to see this happen since I saw the live action Nightwing and Dick Grayson earth 1 on youtube. I think cinematically, it could work. I disagree but I can understand how new solo film = origin story sense that is very common. My point at it's core is we needed a Batman film of Batman dealing with a threat and readying for Superman. It would have not only given more time to focus on a plot that wasn't paper thin but the pay off of the big fight would have been huge. I'm going as far as saying they would have cleared a billion+ on BvS if they just had a solo bat film to set up the fight. Love or hate them Marvel has show that presentation is everything and proper build up can help off set any flaws or errors a film may have.

I think he means the PR it would build. Cap Civil War was a huge as deal because the big two film giants of Marvel were throwing down. Say Civil War was the second Marvel film following Iron man. Would people really invest in Steven Rodgers journey? Would Tony Stark's actions make sense or follow a path? Would anyone care about that final fight? That's the big and true flaw of Batman vs Superman, they needed to at least have a Bat film to build up to the fight. Hell Aflack would have proven himself as a good Batman and people would have been hyped as fuck on that alone. We saw them working together in two prior films barely getting along and showing that while they respected each other it was clear these brothers in arms would crash and we got three IM films and two Cap films to flesh out why things went down like they did in CW. No one would find Cap's obsession to save Bucky strange or comical because between Avengers and Winter Solider we saw the stress of being a man out of time was tolling on him to where he do anything to save a piece of his past. Without those films he look about as goofy as Bats did when he got triggered by the name Martha.

This is all generally unnecessary. I know people whose primary exposure to Dick is Grayson and that had no problem with never having read a Batboy prior to that - and some of their knowledge come from Adam West Batman or the Clooney movies.

Likewise, I know other people who are familiar with Bruce but didn't pick up comics for a long time (so their Bat/Robin knowledge is actually old SA, GA books, DC Archives, etc.) and they picked up Nightwing in 2011 without knowing anything that came before without a problem.

Some of this can be done easily in a film, without being it's own entire film (e.g. Batfleck and Robin flashbacks). They are not going to do a solo Batfleck movie that's Batman and Robin and they aren't going to wait to do a third movie in order to do a B&R movie and make it some 6-7 years down the line, IF even that soon, to release Nightwing just because some queens like you want this.

The Lego Batman movie was a lot better than people expected, I think the director won its right in the big leagues and a Nightwing movie could be the perfect project for someone to prove its worth.
