The details are fleshed out a bit more and could potentially contradict Capcom if it wasn't for the fact that Capcom would never develop it any more themselves. Beyond the idea that getting shot in the head altered her personality and made her more aggressive and unhinged, something that's not unheard of, it follows what we know of her origin to the letter.

Besides much of Street Fighter lore is shit that was originally developed in other media and then adopted by the games. Bison was never shown being able to fly or teleport until the animated Street Fighter movie came out and gave him those abilities (as well as giving Zangief his cloak and Cammy her jacket). You also have stuff like Karin who originally appeared as a character in a Sakura manga before being adopted by the games.

Necalli is okay. Neat character design and fighting style, decent concept. Where he stumbles is execution. He's here for three souls (Bison, Ryu, Dhalsim), and accomplishes nothing.

I'm okay with him passing over Ryu once Ryu overcomes the Satsui no Hado. And I would have been happy if Necalli devoured Bison's soul once he was defeated/killed. Dunno how to handle Dhalsim.

He just completely fails to live up to the threat that he promised, and having him at least partially accomplish his goals would have helped.

That's because he never was. He was just a character created to fill a certain appeal niche that Capcom thought Street Fighter 3 needed. This is also why the "Guile/Nash's son" speculation makes no sense. Despite having similar techniques to Guile and Nash, Remy doesn't have a similar military background or physique, so it created unneccesary confusion on the part of fans.
This is also why Street Fighter 3 in general failed to connect in the same way 2 or Alpha did, too many of the characters were based on obscure references rather than the broader identies of Honda, Zangief, or Sakura.
