Because concept-wise Street Fighter (like SF1 and SF2 era Street Fighter) was supposed to be fairly grounded, with characters that are actually human, whose powers were mostly exaggerated martial arts stuff with a few sprinklings of light superpowers here and there. While Darkstalkers was supposed to be batshit crazy inhuman monsters from the get go. That was why they were able to be so experimental with DS's moves, animations and mechanics. But then afterwards SF started going all anime and shit so who knows.

When talking about Pyron, you need to remember that Pyron intentionally limits himself when fighting. The entire humanoid body he even manifests as is part of that. If he didn't want to, he wouldn't even have to have a physical form at all. He does that for the challenge and fun because he's basically a lonely space NEET who has nothing to do other than drift through the universe for all eternity and has gotten bored as hell as a result.

tl;dr the Galactus-level "full power" Pyron is basically just a theoretical concept and really isn't relevant for the purposes of character power level discussions.

"Dirty Beret" was a group of four handyman programmers in Capcom's arcade division during the mid-90s. Not associated with any particular series, they worked on several games back then, doing all sorts of miscellaneous work as was needed. But very rarely were they actually credited as"Dirty Beret", that was mostly just an in-company nickname. Which makes the one time they got a big, fullscreen opening credit in Vampire Savior all the more confusing. Maybe they just really busted their asses on that game and everyone felt they needed that recognition? It has been said that Vampire Savior had a difficult development, so maybe it was thanks to these guys' hard work under fire that the game was finally finished, who knows. At any rate, the team used Akuma as their symbol or mascot. Why? Because for pretty much any game featuring Akuma (of which there were a lot back then, SFA, SF3, Marvel series) these guys were almost always the ones that ended up working on programming related to him.

So, yeah, that's the story of the Dirty Beret Akuma splash screen in Vampire Savior. A simple dev credit that led to years of confusion and fake rumors.
