Not really. It's not his job to kill villains and he does everything apart from maliciously crippling villains to keep their asses in jail.

So do the police. And the state. The Joker doesn't actually qualify for the insanity defense and should have been executed long ago. But they keep letting him go and they keep putting him in the same asylum he and many others break out of.

Also HOW has he not "fallen down some stairs" in prison yet? Or just gotten shot in his cell by someone he's hurt? Or shot by a police officer who can clearly defend himself by saying "It was the Joker, I feared for my life."
