Pre-Forever Evil Justice League was pretty by the numbers and seemed to be more editorially driven to establish a world than standard Johns stuff. Forever Evil was where you could see him really take the reigns until the end of Darkseid War, where he seemed to have too much on his ever growing plate prepping for Rebirth and his new role to really finish it out well. So I'll agree that New-52 Justice League was fine during that time.

Hitch's Justice League is really just middling and uninteresting. A good deal of the backlash is amplified because it's Justice League, one DC's biggest flagship books. A good deal of the backlash is also amplified because the rest of the Rebirth titles have been thus far solidly entertaining at the very least. So a combination of these two factors is really driving the most vocal chatter about it.
