No, because it comes from the assumption that Superman is the only identity and that Clark Kent is just a fiction, when he was Clark Kent for years before he was Superman.

There's a few sides to him, actually, none really fake.
Superman, flying through the skies and leading the Justice League.
Clark Kent, mild mannered reporter for the Daily Planet(though this one isn't really a thing at the moment).
And the most genuine one, Clark, the super strong farm boy, at home with his parents or his wife and son.

Bill's favorite character is Superman and he's convinced that Superman sees the worst in humanity. That Superman is sneering down at humanity through Clark Kent's glasses. Clark and Superman are technically both alter egos at least his day to day Clark but in his own mind he's always Clark, not Superman and even with all of altClark's weaknesses Clark is still a good person that always does what's right and sticks up for the little guy. He does as much good as a reporter as he does as Superman. If altClark is his critique on humanity it's ultimately a positive one. Bill missed the mark entirely, because he thinks deep down everyone is as shitty as he is.

Both Clark and Superman are fake, no one of them is his true self. Clark's coward personality it's not his vision of humanity but a disguise so no one would suspects he is also Superman. In the same way Superman's perfect personality can also be seen as a disguise so one one would suspects he is also Clark Kent. And he didn't born as Superman, he was Kal-El.

Born as Kal-El, raised as Clark Kent and became Superman. His true self is a mix of all of them.
