It's not clearly defined. Originally, her hair was supposed to do more intricate things or be more prehensile, but I think as the production wore on much of that was eliminated. The only bit that really remains is the very beginning when she grabs Pascal with her hair.

I like the designs, and the animation moves like Penn Zero. I don't think recent princess-oriented shows or movie adaptations on Disney have been very interesting, but at least we'll get more art out of this.
