Harley is DC's Deadpool and they are desperate for one of those. A niche character popular with fans who had a sudden increase in fame after getting exposure to more mainstream audiences through video games and movies. She's a wacky randumb murderer who gets a free pass because she's popular. And she's got "GURLL POWER" and has been retooled as a feminist icon so there's that.

Harley was never a great character, she was a good sidekick to The Joker. Her existence orbited around The Joker.
Her purpose was to accentuate The Joker's victories and defeats and to give the character some humanity (not by making him sympathetic but by showing him as more fallible) as well as highlight his evil nature (whenever he abuses her and shows how little he cares about her). She was there not just to banter with The Joker but to annoy him as well.
She was an ordinary bitch who fucked her way through college and tried to make fame with The Joker, and then became a part of his schemes out of delusion. She was never meant to be completely sympathetic or as insane as The Joker.
Harley is not meant to work outside of the specific role she had in the show because she is not a character, she is a punchline.

She's the only character DC owns that they don't have to pay royalties on when she appears. Everything else means figuring out who gets a fifth of a penny per comic book, a penny and a fifth per trade, three and a half nickels per minute of original screen time or three-fourths of a nickel per minute of rerun, because DC are bad at contracts and got sued so often right from the 1930s onward that eventually they just decided it was easier to cave and give creators money for nothing. It's why they never had a Spider-Man and mostly rely on characters created 80 years ago - couldn't get Ditko to come over to them on those terms.

But HQ was made under a cartoon contract by a guy who still works for them and didn't/doesn't need the extra squeeze of money, so they use her because it's cheaper. If they wanted to use eg Catwoman in the same way they'd be paying more to do so, even if they were exactly the same in terms of popularity.

Because women love Nu-Harley. Think about it, she's the ultimate female self-insert fantasy.

Sure she's not a good rolemodel, but she's more in line with what women wish they could be, if only sometimes, than all of these other feminist friendly heroes the big two keep pushing lately. It's why a character like Captain Marvel fails on every level while Harley sells like hotcakes.

It's like Doomguy or The Hulk for men. Sure, being a mega rich playboy or a manly adonis God being boyscout adored by the masses sounds good, but I know full well every last one of us has some moments where we wish we could just let loose , unleashing our inner rage demon, and begib ripping and tearing the shit that pisses us off into little tiny bits.

Harley Quinn is incapable of being anything good outside of the show, her paper-thin characterization requires her to be a secondary character (and there's nothing wrong with that).
I should point out that I actually do like Harley somewhat in Batman TAS, she is part of why The Joker works so well in the show and she's a decent (not great) character in general. She has nice moments like when she bails Charlie out of jail in Joker's Favor and she does a great impression of an ordinary lawyer before putting on make-up and reverting to her act.
I wouldn't even say Nu-Harley is a problem with DC's writers or the feminist power fantasy she's become, it is a fundamental problem with Harley Quinn's character: she does not work outside of playing second fiddle. Even the people that used to be Harley fans are tired of her.
