we dont use rocket propulsion for things that we want to frequently take off and land, we use it for things we want to fly in a pretty straight line and collide with a target. even planes use turbine engines rather than rockets. if you really wanted a personal flight device, realistically it'd be a helicopter-based system (with some kind of cage around the blades so you didnt fucking kill everyone with it) and then you'd have a bitch of a time controlling yourself because you don't have a tail.
the only personal rocket system to ever make sense was iron man's repulsors, and even then we saw how they needed an impossibly fast-response supercomputer to regulate the pressure to keep the user aligned instead of bouncing off the walls. plus then there's the G-force issue. it takes too long to accelerate safely to any useful speed
batman has a car. a super car that can climb walls or other cars if it needs to. other than web-swinging it's probably the best way to get around
