Realistically, hire some professional artists to make an anthology of one-shot stories based off popular /co/ memes, cartoon pitches, and other general autisms.

6 mil is enough to fund quite a few stories with this model, enough to divide it into enough sub projects that it doesn't fall into "design by committee" bullshit.

Hell, split the 6 mil and put 4 mil into two different 40 minute OVAs based on the most popular pitches for the anthology.
