It's deliberately ambiguous. The only thing that is clear is that Rose and Steven can't exist at the same time.

He could technically be something similar to the mirror they had Lapis in. Official word from the crew is, or at least was, that Rose shapeshifted a functional human reproductive system and gestated Steven like a normal human child, so he could have been essentially custom-built to be compatible with her gem.

Nobody fucking knows. The likeliest explanation is probably something along the lines of an extra durable, possibly irreversible fusion of a human child and Rose. Considering that her concious still exists on some level, she probably fused with him and then shut down her psyche to make defusion unlikely to impossible.

I choose to believe this. And then Steven's asshole sucked her inside him.

I like to think of it using this analogy.

Imagine Rose was a super computer.

She tried to grow a baby out of Greg's genetic material (in a vat or something), but she couldn't quite create a complete, functioning body.

So she reconstructed pieces of herself into cyborg parts, allowing Steven to survive.

And as her final act, she formatted her hard drive so Steven would be able to use it as part of his own brain.
