Serious question for fans of this show:

What's even the point of this being a "before Batman" setting anymore? All the pins have been set up before Season 2 ended. The Penguin is a mob boss. Done. The Riddler is a murderer with OCD. Done. Mr. Freeze is on his Sisyphean quest to cure his wife. Done. Even the Joker is there. Only reason they haven't given the kid makeup yet is because even the show's writers can't get around hos Batman has to be the one to "create" him

Why don;t they finally just pull the trigger, have Bruce go away to train at the end of the season, then start the new series with an older Bruce Wayne who actually has the batsuit?

Because right now, it's just a Batman show where Jim Gordon is filling Batman's role.
