At first watch, I thought this scene was weird because it was Jaune who talked about what Ruby lost in what I thought was supposed to be Ruby's character development scene.

Rewatching it and paying attention to what Ruby said, it makes sense for Ruby since she doesn't really let her losses get her down (which is what a lot of people complain about). What's troubling her in this scene isn't the bad things happening to her, it's the bad things happening to the people who are involved with her. She has no self-awareness of what she's lost since she keeps focusing on others. Like this unbreakable selfless hunter that just chugs along to help everyone.

So it's not really a scene of Ruby starting to realize what she's lost and how it has affected her only for Jaune to cockblock her moment of revelation by being the one to say it. Ruby didn't have any revelation. She's still the same as she's always been and was only sorry for others being dragged into her journey. This scene was Jaune letting her know what she's not aware of herself since she only keeps focusing on others.

On one hand, it makes sense this way. On the other, it's a direction for Ruby's character that a lot of people don't seem to like. So my complaint now for this scene isn't that Jaune stole Ruby's lines. It's how brazenly they spelled out exactly what we should think of Ruby and how amazing and wonderful she is since she's this selfless brave huntress that faces adversity and keeps fighting. Although I guess it does make sense for a peptalk.

As I see it, two things happened:

Most importantly, they massively improved their animating process. They upgraded to professional-standard software, they bought new rendering equipment and they refined their animation pipeline for more efficieny. They can make it more quickly now.

Secondly, RWBY is continuing to be very popular, so it's getting more resources and support. I think it's also not too much of a leap to assume that this support makes Rooster Teeth more eager to get new Volumes made.

RWBY and JNR aren't going to kill or forgive anyone. Cinder's redemption arc would be her having a change of mind in the last moment, going against Salem and dying in the process but that gives a huge advantage to the protags to take her down. Emmy is gonna get the maiden's power and help them.

I feel like that's really the only way they could all walk away from this positively.

The only alternatives I can think of (based on other shows I've seen is)

1. Cinder really and truely feels complete and total remorse for her actions, and makes up for it by saving someone else. Unlikely.

2. They end up killing someone Cinder really cares about, and decide to call it even. Which I guess would have to be Emerald.
