So I don't know much about The Flash but how exactly isn't Captain Boomerang able to at all pose a challenge to him? The other Flash villains like Captain Cold I can see maybe getting the jump on him but with Captain Boomerang it seems like he just throws things in the direction of a guy that can outrun light?

He's a fictional character.
The only reason he can hold himself against the Flash is because it's dramatic and entertaining for the writers and audience, and then things just happen how they do in-universe.

Short answer? He isn't.

Captain Boomerang is a Silver Age character back when badguys only robbed banks. Taken as a silver age character he probably would have fallen out of favor like Condiment King or Kiteman except for the fact that he was part of "The Rogues," a group of Flash villains that joined together to take down Flash (Think Flash's own Sinister Six). Since The Rogues remained popular, Captain Boomerang was sort of grandfathered in as a Flash villain. He'd probably be forgotten or replaced in The Rogues like Golden Glider (A rogue who's power was ice-skating. Really) if it wasn't for Ostrander.

In the 80's Ostrander started a comic called the Suicide Squad, whose premise was that these group of characters did stuff so dangerous that any member of the team could be killed off at any moment. The lame rogue Captain Boomerang was thrown at him, and Ostrander made him truly terrible. A racist back-stabbing prick who's only after himself and not afraid to let other members of his team die. The funny part is, the worse he made Captain Boomerang, the more popular he became.

In a weird sort of way, Captain Boomerang is more suited for Suicide Squad then being a Flash Villain. Boomerangs aren't really deadly to someone who can outrun sound, but are boomerangs really any more out there then Ninja Stars? His powerset of funny things to throw works well in a much smaller less powered street-level group. All of Captain Boomerang's current popularity is due to Ostrander's 80's Suicide Squad run, and I genuinely recommend that you read it!

You take one thing, one gimmick and you specialise in it. You become so damn good at it that you could break the universe with it.

I would also add that; naturally, we Australians have always had a soft spot for him. We'll lose our minds any time foreign pop culture gives us a look in, but especially if they make us the villains simply because it happens so rarely (see also: SeaQuest).

Since then Captain Boomerang has been the low tier Asshole villain when you need an asshole villain. When The Rogues get together he joins them to fight the Flash, but he really hasn't been a regular Flash villain. Boomerang isn't out to take over the world, he's more interested in money.

In the 00's he fucks Impulse's mom and has a future baby that winds up fully grown in the present (This is hinted at but never fully stated). Captain boomerang Jr. has the ability to throw Boomerangs at super-speed to make him more appropriate of a Flash villain, but they never decided if he was a villain or a good guy, and Captain Boomerang Jr spends a run hanging out with Supergirl Kara Whore-El because.... Why not? Eventually Captain Boomerang Jr is killed.

Captain Boomerang also gets paid to kill Robin's dad, dies, Comes back to life, usual stuff.

IMO, Captain Boomerang is best utilized as a sort of mercenary for hire, a guy that cares only about money, and he's best utilized in a large cast, since the main reason to use Boomer instead of other mercenaries is to highlight his assholeness. If there's no one for Captain Boomerang to be a jerk to, what's the point?

Modern day Captain Boomerang really only shows up in the Flash whenever the Rogues get together, so it'd probably be a Rogue Team up.

IMO, the required reading for captain Boomerang would probably be:

Suicide Squad (80's) Seriously, read this! It's a great Series and is what made Captain Boomerang popular.

Various Flash Rogue Comics. It's late but If this thread is still up when i get out of work I'll find the issue numbers for you.
