If a western company makes something in the style of anime (not like Avatar or Legend of Korra, even more anime than that) does it count as /co/ or /a/ or both? Is the difference between /co/ and /a/ really just where it originated from? Would Russian animated media then count as both?

If it isn't made in Japan, it's /co/. Russian animation, Korean animation (fully Korean, not Japanese anime outsourcing the inbetweens to Korea), both /co/.

The definition of anime isn't an academic set-in-stone kind of thing, for the most part. A lot of anime is outsourced as fuck, but I'd say that the geography of the non-animating creators is where it's at.

It's just the Japanese word for animation/cartoons. Westerners began awkwardly adopting the word into English in the 90s to refer to the (compared to now) few shows that were popular at the time which, because they were the most popular at that particular time, and were of a certain quality that networks figured appealed to western audiences, shared many stylistic idiosyncrasies that western audiences distinguished as decidedly anime-esque and different from cartoons.

Once Japanese animation become more popular overall and westerners became more aware of other, less mainstream Japanese media, the word became less reliable in meaning, but we just kept using it for some reason. I personally think words like "anime" and "manga" are pointless in English, on top of sounding awkward, but the damage is done, and so we have threads like this every so often where people are confused what actually constitutes "anime" because the word was never strictly defined in the first place and was never necessary.

Anime is animation made in Japan for a primarily domestic audience. There could be a Japanese version of Johny Test animated with the worst flash imaginable and it would still be anime.

The word isn't some title to be earned. There are plenty of beautifully animated cartoons out there that deserve praise. Sure, they might never catch up to what Japan has already achieved, but being called a cartoon shouldn't diminish its credibility.
