Honestly, with Flash and Aquaman and Shazam delayed, and Harley and Her Amazing Girlfriends pushed up front, I can see this year being the last hurrah for the JL, and a Detective Comics Extended Universe centered on Gotham.

The single biggest problem with GL movies is that the "good" arcs are long-term payoffs of reading through mountains of pretty terrible GL comic books. His old villains are "evil dude with a ring too" and yellow people.

Normies aren't going to digest enough lore to make stuff like the Sinestro Corps war or the rest meaningful. In the Silver Age you've got the Manhunters and a lot of crap even comic fans who aren't devotees of Green Lantern haven't heard of.
Modern Green Lantern is rainbow corps shenanigans and their space creature patrons.

You're just completely ignoring the Bronze Age and the Dark Age, where all the really great GL stuff is at.

Dr. Polaris would be a great villain for a film (I'd love to see Hal beat the shit out of a Polar Bear in live action, especially). Goldface, who you dismissed, would be pretty awesome too, as a crimelord set up over time. Or you could use Johns' reboot of the Shark, and mix-up Jaws with superhero movies. You could use Sonar, whose terrorism would be especially relevant nowadays..

And that's just Earth-based stuff. There's a whole cosmos of potential there.

And one could always just adapt Hard-Travelling Heroes. You can't go wrong with Hal and Ollie on a road trip.

That's the secret to writing Hal Jordan: He ALWAYS needs another hero to play off. On his own he's kinda dopey but mostly generic so you need someone who's extreme in the other direction to really bring out the other elements of his character.
