It can be hard to properly mimic human body language when your character is so much less complex than the human body and/or isn't even human at all. Some character movement may look strange but it's way better than no movement at all because the only people who stay perfectly still while talking are stroke victims.

I have a question. Why do capes when they're just standing around dropping exposition usually have this elbows-back clenched-fist palm-upwards poses, like they're holding invisible weights? Is it just as simple as strongman reference photos?

This kind of thing is ten times more obnoxious in Star Wars Rebels. Everyone is required to float up and down with each syllable as if they were all floating in a fish tank at all times.

well a lot of the examples in this are for different resaons
head moves with dialog have a few reasons for happening
1. moving hold
the character isn't moving but if you don't draw small subtle movements the character appears to go stiff or "die"
2. pose change
the characters pose is actually changing to emphasis dialog, just like any other pose in animation to express emotions and communicate the story.
3. rotating the head to keep the model looking 3d. (don't know if this has a specific name) when you move a models head left and right you have to move it up and down slightly to keep it 3d or it looks very very flat and wrong.
I'd take that over the other extreme in shovelware anime for television, where the majority of an episode's animation is alternating between open-mouth closed-mouth cels.
