The "alien refugees" issue has been a thing to varying degrees since Infinity. Between the Annihilation Wave, the Builder War, Galactus' rampant planet eating, the Kree/Skrull War, the Kree/Shi'ar War, the Cancerverse Incursion, Ultron's various cosmic genocides and the Black Vortex, most named Marvel planets have been eradicated which has sent countless alien refugees looking for homes.

As more and more cosmic wars happen, more alien refugees get sent out looking for new planets and since Earth is the one planet that has been able to fend off cosmic eradication at every turn, those refugees are flooding to Earth because it's the one place they see as safest.

I hate it when X-Men fans and writers try to claim this. The reality is that for years X-Men writers had the X-Men live in their own little bubble where other heroes could never interfere in their stuff. Meanwhile, over in the Avengers books, we got many instances showing that Avengers did care about mutants, they've had multiple mutant members and spoken agains mutant bigotry a lot. But since you don't see that in the X-Books it doesn't matter.

I believe the in-universe explanation is that leading up to Secret Wars she did a fair bit of good humanitarian work for both Earth and aliens. Secret Wars happens and no one really remembers what occurred during it, but when the universe gets re-made it's restored to a (mostly) status quo from before the event happened, so Carol remained in good public eye standing.

Then she gets made head of S.W.O.R.D, which seems to evolve into Alpha Flight, Earth's front line defense for space incursions. She still has a lot of good will built up in the superhero community from her time as Ms. Marvel, and some good will from the space aliens thanks to her time as Binary and working with the Guardians of the Galaxy.

Then CW2 happens, and Marvel citizens see Carol stand front and center, leading the fight against an interdimensional alien and then fight Thanos. They don't see the behind the scenes stuff with Ulysses, and the next major events where they see her in the public eye is fighting at the Triskelion against Tony's forces, and then fighting Tony in D.C.

Mind you, all while CW2 has been going down, Tony's public stock has dropped like a rock (both socially and in terms of free market trade) because of a really good smear campaign run by Medusa of the Inhumans, and then his Tower in NYC gets blown up. Tony's lack of explaining things (partially blinded by the death of Rhodes) leads to him appearing as vindictive and violent to other superheroes, and Carol stood up for it.

Now that CW2's ended, Carol's public image is making her be the #1 superhero to support. This is also aided by the fact that she's got a really good PR team, who help spin her in such a positive light.

I suppose a tl;dr version is that Marvel's citizens are dumb as a rock and Carol's PR team is so good she should be buying them space stations to retire on.

3) Genosha happened at the same time as Kang Dynasty. A story where Kang the Conqueror was waging war all over the world and nuked Washington DC. Let's just say that the Avengers were busy.

It's stupid because Marvel (or DC) has ever had the intellectual and creative chaps to actually tackle and organize the idea of aliens and ETs living among earthlings.

It throws everything we know about biology, culture and religion, yet alone politics, into a huge mess that never gets sorted out. Why do these aliens suddenly have a right to come to this planet? If we don't take extreme measures, we won't be able to accomplish anything. All of efforts in Syria were worthless, and Russia won by bombing Aleppo flat. Britain went "Fuck it, let's bite the bullet and Brexit" rather than deal with the horde. All of Europe might descend into a right-wing hellhole.

If we're not willing to shoot people, we have to punish them. Otherwise, they'll just try again. A caning and stripping is a relatively light punishment that they'll remember. At the very least, they'll have to get more clothes and recover from the lacerations first.

They also declared Earth to basically be a wildlife reservation under their protection a very long time ago. But to be fair, I would like to see the event that this will kick off. Maybe an old, OLD marvel villian gets control of the shield and just fucks shit up hardcore. That would be good. That would make an event that actually feels like it has stakes and weight to it. Like have random (as in the writers roll dice or something) heroes die.
