I don't think Tony ever had an issue with using Ulysses for preparing for doomsday scenarios or preventing bad choices from being made. He's never had any issues with utilizing information from future predictions in the past.

He had an issue with jumping the gun based on Ulysses's visions alone and using it for mundane everyday criminal activity on people that hadn't done anything yet. Basically, he had an issue with using Ulysses power with reckless abandon with no concern given as to whether or not they SHOULD be used for a given scenario, and he was right; friends got killed because of Carol's reckless and impulsive behavior, and Ulysses's predictions weren't always accurate. Even her former allies proved to her that the system she's using can be exploited under the right conditions.

He also had an issue with the fact that Carol did not take into account that she's not going to be the only one in charge of this pre-emptive justice system, and someone in the future could easily exploit or abuse that power. To her credit, Carol was only detaining people until the event passed, but that's a slippery slope and it may not always be the case in the future.

Fault Tony all you want for his previous actions; at least Tony meticulously CALCULATES scenarios before he takes action. Everything he does is done with some level of thought. That's why he kidnapped Ulysses in the first place; he needed to know exactly how his powers worked.

Honestly, the only thing I kind of fault him on is how much of an asshole he was being about Rhodey's death, but even that may have been prevented with some level of preparation (say, maybe informing the entirety of the Avengers about FUCKING THANOS coming to the Earth instead of merely acting with the Ultimates and inhumans Carol had on-hand?)

I think Carol's issue is that she's a bit too trusting in people. Ironically, Tony's selfish need to be right all the time probably would have made him been a more reliable person to use Ulysses, since he would have probably gone through multiple possible scenarios based on a single vision and prepared for each. He would have been a bit more of a dick about surveillance of possible future suspects, but we wouldn't have shit like Banner's death. He was a lot like that during his time as Director of S.H.I.E.L.D.
