He is the guy who raised her, their is no blood relation at all. Not hard to understand her having a crush on the only guy who appeared to give a shit about her.
It's not uncommon for a small child to say they want to marry a parent when they learn of the concept. They don't know what love is or how a romantic relationship works. they just hear "when two people love each other" then go oh I love mommy, I want to marry mommy.

Most kids at some point develop crushes on their parent of the opposite gender, even eventual gays and lesbians end up having crushes on their opposite gender parents. It's psychology 101, even you at some point probably were in love with your parent you just can't remember.
Also he's not really her dad. He's her teacher, he may be her adoptive father in technicality but he refused to take that role after his failures with Tai Lung. I kinda fucked her up.
