No. Ryu Terry and Kazuya are all varying levels of "superhuman" strong. Ryu constantly fights Akuma, the guy who can destroy an island with a punch. Kazuya can punch holes through military grade combat robots and shoot lasers out his damn eye. Terry farts around with people who do battle against demigods on a regular basis.

Really, it's kind of weird. In a universe where someone like Karate Kid exists, martial artists should have the potential to be superhumanly strong. But I guess that's why he's isolated in the ghetto future that is the Legion.
