Let's take a look at that for a moment, shall we?

Fusions we've seen: Opal, a spastic ditz that can't stay together. Garnet, whose component parts generally can't stop fucking long enough to play baseball and literally will not shut up about how great fusion is. Sardonyx, a 4th-wall breaking, reality warping wild card. Sugilite, a gigantic angry beast that was ready to murder her own teammates over nothing. Malachite, a monster founded on rape that boiled the seas with her rage.

Then we've also go Rainbow Quartz, whom we did not see enough of to form any solid picture of her personality. Penta-Ruby, who was just a bigger Ruby. And finally, Stevonnie/Smoky Quartz who are both hard to get a reading on because we don't know how having meat in the mix changes things up.

Tell me, honestly, how anyone would want fusions from the first grouping roaming free. Maybe some gems get into an argument on the blue line to work one morning, next thing you know there's a 50-foot-tall monstrosity voiced by Nikki Minaj murdering the fuck out of innocent folks on Platform B. It's the equivalent of banning the general populace from owning rocket launchers.

Nobody's saying it's against the law for Ruby and Sapphire to be in love, only that it's against the law for them to transform into an unpredictable siege engine of destruction. It just so happens that the penalty for breaking that law is death.

It's true that Blue Diamond gave a pretty insane punishment for a small crime of the moment, considering that fusion can seemingly happen between gems who have only known one another briefly and without warning or prior thought, but I think it's fair to note that Blue Diamond's outlook has changed, considering how long she's grieved for Pink. Shattering a Diamond to lesser Gems is considered on par with killing a god, and knowing how pumping out full size Quartz soldiers properly requires incredibly delicate circumstances, we can imagine that proper Diamonds can only be grown in very rare situations and environments. Blue was surprised and seemingly touched that Greg had any understanding of what she was going through, which shows that she has more of a degree of empathy for lower beings than before. Yellow seems to have just continued life as it was before, but Blue seems to be legitimately affected by the realities of mortality.
