You should study the history of the Mexican government. And expand bureaucracy to unsustainable, obstructive and in all honesty retarded levels and manners (I can count entire branches of government that literally do practically nothing with a budget and personnel 10 or a 100 times what they would require to perform their functions).

Doom Patrol is the closet, but it is much more "out there" than this. The thing is this feels more connected to the main universe and DP tries to be arty and do it's own thing.
