I like that they established the world's creation myth (and finally put the Brothers Grimm into this), but that whole thing with the four MacGuffins of Humanity seems unneeded. And I think its going well. We just got an exposition dump I'm not too sure about, but there's enough wiggle room just from how its presented to see that its very much a framework to theorize within rather than the absolute truth
Other than that, some shaky animation at the start but we got one of the best fights of the series in episode 7. If your the kind of guy who watches RWBY to watch RT get better at making a show, then this is a great volume for you

Which I guess is natural because she's on Patch, and thus couldn't show more of that 'expanded world' they've wanted to tell since the beginning.

I'm going to level with you, I really don't get why people are suprised its been a bit of a slow volume. Volume 3 was breakneck because the previous 2 volumes had been building towards this one grand villainous keikaku to undermine Vale, but now every one is scattered and even the villains are in the preparation stage for their next move
The next volume was never going to maintain that sense of pace, the 6 month time skip should have been proof of that. They're laying the groundwork for the rest of the arc going forward, which is at least two volumes if we assume the rough pattern of "3 volumes to an arc" holds true

That's true, and V4 was always going to be slower then V3, but they really are not using the time they have in V4 very effectively.

Specifically I'm thinking of all the added characters, like Salem's council of evil, Oscar/Ozpin, The Schnee extended family. That stuff frankly did not need to be here. The point of separating the main characters should have been to focus on them, not diffuse the screentime among the new environments.

That and the screentime that is used is put towards explaining new things more then it is to developing old things. Thinking of the best scenes thus far, Yang + tai and the Profs, Blake and her father, Ren explaining the ruins have all been good stuff. But for all those scenes, there's a 'Qrow does WoR in the middle of the show'. Both combine to make it feel like, even though we've been shown the world, it's still fucking nothing because we can't see it. They are adding in to many new things and focusing on the wrong old things. But this probably won't change, as the tempo they've set for this volume can't be slowed, and the next volume probably won't have substantially more screentime.

I hope they don't go the GRRM route and just solve the problem by having a 'red-wedding RWBY edition' slaughter of the background characters. But really I feel like they are digging themselves a hole which later down the line they won't be able to dig themselves out of without asspulls, deus ex machina or just bad writing in general.

I think this is the big hurdle myself, RT prides itself on a "family atmosphere" or whatever, so doesn't contract its animators for the duration of a project. SO, when RWBY is on hiatus, they have to do projects like Camp Camp or Chibi to justify the pay cheques
Now, personally, I think in time RWBY might well be profitable enough to keep the studio afloat by itself, but for now so long as nothing as draining as Camp Camp springs up I think they might have the rough pattern of the studio mapped out

Most anime's have lengthly intros/outros as well when you actually look at them. Only two episodes fall below the 15 minute mark, and three of them are just short of a 20 minute episode.

The point I'm making is, the episodes can only get so long, and episode length is less important than the content you deliver within the time you have. There are plenty of good show that run on a two-part episode format and can still make satisfying stories in 10-12 minutes. Eventually, you can't keep crying the episodes need to be longer, as it should fall on the writers to use the time they have to deliver a good story within the time they have.
