He comes to terms with his legs maybe not ever recovering, but maybe starts to rely on and enjoy his time in the armor (which helps him walk) too much. I'd use a morality based story, with his paralysis recovery being a focal point.

We all know who war machine is, his origin story was explained in the worst iron man, so that's pointless. No, what we need is something to differentiate him from iron man, by perhaps putting him in a moral quandary.

Let's say, I don't know, he reassigns himself back to basic military work, utilises his logistic and engineering skills once more. However, the air force get wind of the fact that a certain symbiote has landed in North West USA as part of a meteor shower. Said symbiote has been found before but has been destroyed for unknown reasons, but not before it was revealed it has the power to restore healing. The latter part is revealed to rhodey accidentally, shortly before he recieves some much needed shore leave.

So, in natural Ironside fashion, rhodes begins investigating himself. Along the way, he's tagged along with *insert favourite free side character, personal pick would be a pre ghost rider johnny blaze*, who literally bumps into him after an amusing accident.

Unbeknownst to both, not only had the symbiote landed, but a set of damaged high tech warwear that appears to have been ripped by claws has also landed. However, an evil organisation (THAT IS NOT HYDRA, because polarisation is a bad thing) has also managed to locate the general area, and has taken out the shield task force with the element of surprise.

They reach the area, and john and jim have to inflitrate the base, collect the symbiote to heal rhodey (blaze now having become sympathetic if uncoordinated, and having briefly bonded with rhodey of how terrible life can get after one stupid decision). Cue comedy segment where they smuggle themselves in through stealth, charm and blaze pretending to be an idiot celebrity transport smuggler for this new team, who lost their escape plan in the confrontation with shield.

If it had to be post Civil War, I'd have him mentor a pilot he was training back in the Air Force as the next War Machine. Probably dealing with insurrectionists in various unstable nations after the accords pass and several superhumans come out and destabilizing the global community.

His methods are completely different from Iron Man's, who is usually reactive. But War Machine is proactive.

Rhodey, mentally dealing with the loss of his legs (you can't avoid it OP), is recommissioned by the military on a solo mission. Initially the perpetrators appeared to be a group of sought out terrorists, but Rhodes finds out that the "terrorists" were actually members of a reinstated AIM, who have been employed by a mysterious Luchino Nefatia to uncover pieces of an ancient alien machine called "Ultimo."
War Machine then follows their tracks, where he runs into AIM funded villains Blizzard, Beetle, and a new but masked Whiplash (using electric streams instead of the Arc Reactor).
Eventually Rhodes finds Nefaria, but Ultimo has already been completed. With the world on the line, Rhodey manages to destroy Ultimo and the central AIM base. Nefaria escapes, stating that he would have to "kick things up a notch."

Blizzard would be caught, but Beetle and Whiplash escape after a heavy loss against War Machine. It would set up for Nefaria, Beetle, and the second Whiplash to return and be fleshed out further. Ultimo would be destroyed before it began destroying cities, and would be confiscated by the US government.

A teaser would show a surviving AIM agent speaking to his mysterious leader, who would state that despite the loss, a lot of information was gathered on their freelance agents, Nefaria, Ultimo, and War Machine. The agent then refers to him as MODOK, and cut to credits.

There's been an uprising in one of the baltic nations. These guys fancy themselves a new Hydra and are utilizing old Hydra tech left behind in the war. The conflict isn't so much whether he can kill them all, but dealing with the red tape surrounding the UN, especially with the Accords as this resurgent group may be working with one of the council members.

After trying unsuccesfully to destroy it after a moral dilemma where a resident scientist implores him to keep it, blaze's cover is blown, and he is taken prisoner. Meanwhile, rhodey is still able to hide succesfully due to test subjects experimented on by the symbiote being crippled and comatose, and no-one notices an extra wheelchair.

After proclaiming that the 'informant' must have lied, focus is moved away from the symbiote and onto the damaged alien armor, revealed visually as the eidolon armor, while a third unknown masked individual sneaks onto the base.

In the next segment, rhodey tries to free blaze, but realises he can't do it succesfully without the suit; mirroring iron man 1 here, rhodey has to get blaze to distract the guards so that he can use the suit, using a hunch on how to operate it from his previous experience utilising people sized mechs. Additionally, an unknown person using his radio channel contacts him and gives him access codes across the base. It's revealed to the viewer to be the third intruder, who appears to be trying to steal something, while rhodey does the darkest humor Marvel has ever tried, stealth wheelchair snake.

He manages to sneak into it, and for some reason it appears to function for him, but the alarms go off, and he has to fight his way through the blaze of gunfire to save... blaze. However, it appears that the third intruder actually set the alarms off intentionally, so that they could steal a symbiote sample for themselves. Before they leave, they plant a bomb, and trigger for an ambiguous amount of movie time.

While fighting, the head baddie taunts rhodey through the speaker sound system; that armor isn't going to work for much longer, it's inferior to the symbiote he has been bonding with, and it's not even from another planet. Instead it came from earth, being fired/dropped in synchronisation with the shower for reasons unknown cont

Cue final boss room, blaze, much to the annoyance of his captor, has also been able to provide quips through the speaker, and when his access to it is taken away and he's threatened with hell in torture, johnny responds with a quip, that naturally gets him shot.

Cue rhodey going full punisher and killing the big bad after a short battle after the symbiote begins unbonding with him due to his initial joy at murder (without rage) and his fear. Johnny dies on the chair, assuring rhodey that he's finally free, and smiling genuinely. After leaving hurriedly after being informed by the thief in a congratulatory tone that he's done a good job, but the building will be blown away shortly. Utilising his now further damaged armor, and a wheelchair, Brian Potter Mecha edition escapes in a tense scenario, where all but him appear to be dead, and the thief congratulates him once more before signing out and, oddly, offering kisses laughingly.

Cue aftermath scene, Rhodey is driven home, johnny comes back to life jack harkness style to whispers of his job not being done yet and his cries of anguish. Upon reaching home, stark is able to examine his suit, and believes that in the future he can derive a better spinal co-ordinator for his lower body from it.

More disturbingly though, it appears that it would not have been able to survive in outer space, and the only reason rhodes was able to use it was that it was keyed isomorphically to his dna. Upon these further revelations, they become disturbed at who would be able to plan this.

Cue the thief reporting to a shadowy superior group. The symbiote sample secured at the loss at the alien tech used to suppress it last time is acceptable; obviously it needs a stronger host. Further instructions are to be awaited as the thief walks off, and takes off the a device on their throat, seen to be a voice scrambler.

Cue after credits scene where a professor is teaching at a university in New York, when the lecture ends cont

The only black person I could identify from a line-up until I was 10 or so was Eddy Murphy, and that's only because I was a Beverly Hills Cop fan. Gathering his papers up, he brushes off a particularly keen student with 'later Mister... Parker', as a woman in a lab coat walks towards him. Asking whether any new resources have become available, the woman hands over a briefing on the meteorite, claiming it was donated from very generous foundation.

As she talks, the music changes as her tone matches that of the thief, and she continues to inform him that if there are any especially talented students available, it would help to serve against his more isolationist approach. Thanking her briefly and looking at her name tag

just make it an out-and-out cyberpunk movie. Rhodey has not yet been cleared for active service again so is spending some time earning himself some tony bucks acting as a Stark Industries corporate samurai.
Movie open with Ghost stealing the data on some dangerous stuff. Rhodey heads off to track down 'the man who moves through walls'
Turns out Ghost was tricked, thinking he was doing a favor for not!wikileaks but actually was helping a rival corp instead. rival corp also has Crimson Dynamo on their payroll. Crim beats them up but Ghost manages to create an escape route for them
regroup, agree to team up to stop the rival corp which has already began producing weapons based on the stolen data
extended violence where they fight their way into and up the rival corp's main tower. security is mostly robots. get to the ceo. he injects himself with a hodgepodge of synthesized enhanced blood from hulk, thor, steve and spider-man, with extremis as the catalyst. he makes some big ego boast as he transforms and you realize 'oh shit, it's morbius the living vampire'.
big fight, wrap it up,
ghost releases all the rival corp's data, but truncated of key information to actually build the weapons. also purges most of the security footage leaving just a few clips that make it seem like Morbius tried to blackmail Crim who went on a rampage rather than play ball.
Ghost calls Rhodey a corporate sell-out, Rhodey calls him a deranged anarchist and they part ways.
denoument with Rhodey talking to Tony back at the tower, says he was 'just chasing a dog who stole his hat' or something and it seems like he's gonna hide what happened but he can't help but start gushing about how badass he was and starts from the beginning.

post-credits scene, mid conversation Rhodey makes a comment that Tony needs to up his cyber security. follow a wire into a wall into a weird tron landscape and out through another wire. Night Thrasher is listening in and drops the sequel hook

The Crew starts with Rhodey thinking Tony is a massive dick, pawning off his War Machine helmet because he's flat broke, and investigating the murder of his druggie sister. On the way he meets Kasper Cole, Josiah X, and that other guy from the Panther series. Just so we're clear, that's the half black half jewish fake White Tiger with the korean baby mamma that barely speaks any english, the radical muslim bastard child of the first black captain america, and some hacker guy nobody remembers. Is this really the story you want to tell on the big screen?

A day in the life of movie. Movie takes place in less than a 48 hour time period. Its War Machine cleaning up some mess and fighting some goons.

Id have Cameos by a hero and a villain. No real MAIN villain or even a big story. Just war machine doing his thing, like Dredd 3D. Give him Vision or She-Hulk to partner up with. Detroit Steel would be a good final boss.

These easily could be substituted for other characters depending where it lands in the MCU line up.
