It's because the stories are asking the characters to be more proactive and take on more responsibilities. Snow White just wanders around the woods and falls asleep, so it's just fine that she's a naive 14 year old. The idea that she would fall in love and (eventually) get married isn't too strange. Elsa, on the other hand, is expected to run an entire country and be competent enough to do so, so she is expected to be older and mature enough for that role.

I'm pretty sure Snow White is the youngest.
