Rocksteady wanted to be "SUPER SERIOUS" and "TACTICOOL" and thought having a kid sidekick wouldn't make sense, so they decided to make Robin an army tactician with a buzzcut.

Robin went undercover as a fighter/criminal For hire to figure out what was happening in arkham city. The comic showed him shave his head for his disguise.
Rocksteady was just lazy by keeping the shaved head in arkham knight. They probably so kept it so people wouldn't get confused during Jason Todd flashbacks.
