If we go by the idea that this decade mirrors the last decade, then yes.
1990-2005 = The Renaissance age of animation, Ren & Stimpy, Rocko's Modern life, sponge bob seasons 1-3, PPG, Johnny Bravo, etc.
2006 = Transitional period, the good shows are ending and there's hints at what's lurking around the corner
2007-2009 = A mini-dark age. Shows like George of the Jungle, Total Drama, Chop Socky Chooks, and the Mighty Bee, CN Real pops up, Zombie SpongeBob is in full force with the worst episodes of the series (season 5-7)
2010-2015 = Another renaissance, Regular Show, Gravity Falls, Gumball, Adventure Time, Over the Garden Wall, etc.
2016 = We're in another transitional period. The good shows are ending soon and what's coming in the future doesn't look too bright. CN has no variety and they're overdoing it with TTGO.
2017-2019 = By my calculations, another dark age.

The process in this case is that I did some clean-up back in 2015 around Fall and usually clean up and color for storyboards are done exclusively for studio pitch meetings or test audiences. Considering CG rigs and animation was already underway, I assume that's the case. For pre-school shows, they have a lot of shit going through the "research" department to make sure it's hitting all the learning notes they want and to make sure the kids act the age they want them to act. Things like, "___ shouldn't have a tricycle, she is too old for that. Make sure she is riding a proper bike for 7 year olds" or "This family shouldn't have too many electronics, we want the show to appeal to families of all incomes and not make kids feel bad if they don't own ipads and widescreen TVs".
Sometimes it makes sense, but I've gotten notes like a 5-year old is too old to be given a piggyback ride by her parent according to "research" and I have no idea where the fuck this research comes from.
