It's loosely canon. Mostly it's a bunch of 4th wall breaky jokes and bad puns. I dont like it but I basically think of it as Harley's slice of life shenanigans through her distorted perception. It's interesting trying to figure out what wacky hijinks are real and which ones are pure delusion

It's very loosely canon to the point of near non-canon. Everything that happens in Harley's solo is pretty much self contained. The only version of her that interacts with other titles is Suicide Squad Harley, which runs side-by-side with her solo. So if you were to think of her solo as actually happening, you'd have a Harley living in Coney Island as well as one simultaneously incarcerated in Belle Reve. Hence why her solo is pretty much non-canon and best treated as independent from the greater narrative.
