The only reason why what he did was wrong was because the viewer is told that through Grunkle Stan's example. Without Stan as a comparison point nothing Dipper does is really wrong, hell by all considerations none of what Dipper did should have been "leading girls on".

I remember 2 years ago when I was 16, I had went to a celebratory winter event for an after school program I used to be in as a young teen. Seriously, my biggest issue is that while Mabel and almost every kid in the show had friends with similar traits(except Gideon, but he was a villain and sorta manipulative to be fair), Dipper was treated both as a freak and he only had older "friends", although they ended up becoming their friends indeed. That felt... Really unbalanced for a main character from a kids show.
