Basically, the Canadian government ruled that a certain amount of every channels programming had to be Canadian, and they offered subsidies to studios to produce it.
A few savvy execs realized that they could make cartoons on the cheap and pocket the rest.
Canadian animation was great because it was a little bit cheaper than American, but still dine by dedicated professionals. Now, the passion is gone.

I mean, the big problem is telcom consolidation under Rogers/Bell/Shaw/Corus/whatever.
Fewer avenues, less competition.
And, being that all those companies are chintzy bastards that want to pay for the barest goddamn minimum of original content (this isn't just an animation problem but one across the board), they only ever commission stuff if they get a kickback from some foreign entity looking to exploit Canadian tax loopholes.

Lets take a concept about military commandos that travel to other worlds and fight aliens that used fear and myth to control the universe.

There's been a LOT of Studio 1 buys Studio 2, investment group then buys Studio 1. So now everything is more tied up in selling existing shows to fill airtime then it is one making new stuff. And the people making new stuff is in various precarious states. Crybabys spread bad reviews over nothing. Studios loose talent to 9-5 jobs. Whole animation studios and marketing businesses can get preyed apon in the night like some mugger-anecdote. Look at what happened to Arc Studios. There's a lot of stuff that happens in BC Canada that no one hears about because no one wants to incriminate themselves. When you're looking for information about a silly little children's cartoon, you hear the cover story and stop looking instead of hearing about a black hole of silence over who's at fault for X amount of production money being "spent."
