Because:
1. Zuko was already a royally trained fighter, a sparring duel against a bitch ass Admiral is nothing.
2. Iroh is the motherfucking Dragon of the West, and had enough confidence in his skills that he could teach them to Zuko and use it to beat some bitch ass Admiral.

Zhao had war experience (if you can call terrorizing nearly defenseless villages "war"), but he was a thug that had no discipline and no control. Iroh (and Jeung-Jeung, in case you forgot who they were) saw right through him as the bitch ass nigga he really is, hence why Zuko was given proper training and was given the green flag to light that ass up.

Don't forget that the reason why Zuko was banished wasn't because he dishonored his father in the war council, but because he refused to participate in the following Agni Kai when he realized he was going to fight his father after claiming he wasn't afraid to fight in a duel.

Zuko did not fight back in the Agni Kai, however he did not refuse it and still participated.

He refused to participate the moment he realized he would have to fight his father. Zuko basically tried to 'back out', and was banished for it.
Going on a stage and refusing to fight before the actual fighting starts means to not participate. Decorum aside (Azula and Zuko's Agni Kai lacked the traditional rituals anyways, but no-one can deny what it was), an Agni Kai is a fire duel, and a duel without a duel is no duel at all.
