Hell, we already got Dr. Strange talking about multiverses. Sony wants to make a million spinoff films. At this point in the time line, he would actually be one of the biggest and baddest around, since he's a criminal with super tech capable of combating superheroes. That sounds like I'd have alot less empathy for the MCU Shocker than the 616 one and the 616 shocker's origin as it was happened to be absolutely perfect for tying into the MCU without changes.
He used to work at Roxxon and they cheated him out of his life's work which was artificially replicating vibranium. The vibranium aspect ties into Wakanda so he by virtue of existing would have been connected to several established MCU settings.
Shocker did not need retooling at all and if anything would function better as the tech genius of the partnership.
