Alan Welles was a good friend of a previous Vigilante, Adrian Chase, who secretly suffered a nervous breakdown. After Chase's retirement, Welles secretly adopted the Vigilante identity. His mental instability led him to gun down not only criminals, but also police officers and innocents. As Chase felt responsible for this new threat to New York, he undertook a lengthy investigation to find and stop this new Vigilante. Eventually, Chase discovered that Welles was acting as the Vigilante and was forced to kill him.
Although Alan Welles was introduced in Vigilante #7, it wasn't until issue #20 that he assumed the identity of the Vigilante.

Is there new Vig mini any good Preacher? I'm holding out for the trade personally.
I'd love to take a stab at a Vigilante story myself someday as an aspiring professional creator, obviously with a new character retaining the mantle (and elements of the Chase costume).
But instead of the revenge spin, it'd be about about a retired middle-aged criminal with no family and friends and a shit convenience store job using what little he has in life to mete out lethal justice against the type of people he saw living easy behind bars.
There'd also be an RPG-like element to it in that the more action he took, the better his scavenged resources became. The higher his profile got, the more bullets sent his way too.
I think DC is sorely lacking a Punisher-type at the moment. We used to have Peacemaker, Manhunter, The Butcher, Vigilante and Wild Dog, but most of them were short-lived or only pop up occasionally here and there. Whereas Punisher almost always has an ongoing, minis and cameos month-to-month
