Tony is more of a modern Celebrity.
Howard probably wasn't relevant to the public for decades and died in the 80s.
Tony took off a few years after his dad died and was a celebrity mogul before becoming a superhero. As far as a civilian would know the real story is with Tony not his dad. Though if they were going to parody a movie about Howard it'd probably be The Aviator biopic rather than the Steve Jobs biopic.
