From what I know, Quesadilla decided to greenlight as many ideas as possible and see what sticks.

We had Morrison but he also had stuff like War Machine 2.0

When he found out what sticks, he worked on improving it. This led to some strange decisions in the eyes of the fans (ie one more day and age of M) but it did lead to some really good story arcs, at least for the x-men, while some other franchises didn't go very far (Punisher MAX was great, but the rest of the MAX line flopped pretty hard)

Punisher MAX came about in the mid-00's though. There was Ennis Marvel Knights Punisher in the early 00's though.
