For that Bad Guys pilot, I think they should have made the Doom helmet guy the leader who's a sort of passive evil guy, and the Cobra copycat could be the underling working his way up to evil overlord, e.g. Starscream. So the whole time they keep screwing with eachother unintentionally, one because he's an aloof leader who's not concerned with being the boss, and the other embarrasses himself at every plan because he keeps trying to climb the ladder, ironically making it harder for him.
Instead it seems too much like Venture Bros. without creativity.
