She was originally supposed to be an alien by Claremont IIRC, that's why she was after Carol and such. Working for the Supreme Intelligence. Then he changed his mind and made her a mutant, "reusing" the character so to speak

If you think about the shifting timeline too hard you'd notice that Destiny's age doesn't match the requirements for her original time period anymore, but so is for everything Xavier and Haller as well
