If they handle this correctly (which they won't), Cap should function near the same as he did outside of Hydra, with the only difference being that the circumstances at hand have forced him into associating with people he's found himself opposed to the longest time. He'd try everything possible to civilize the movement and police Red Skull into actually fulfilling his promises and not using the movement as a vehicle for his Saturday Morning villain schemes.
