The episode was crap and cat-Selina was also crap. Gargoyles did it better.
While I can't comment on the quality, the episode count is because of syndication. Basically, the way syndication worked was that they'd produce 65+ episodes of a series, then any local network that wanted to pay could show the series (65 episodes because that's 13 weeks of episodes monday-friday, meaning each episode would only have to repeat four times a year). Syndication was a good business model for cartoons in the 80s and 90s, but it died off as broadcast stations started to move away from kid's blocks. It was only a self-sustaining business model because so many local broadcast stations paying a reasonable amount to air the series would quickly add up enough to make a profit.
The alternate production model was 13/26 episode seasons, which were much lower risk for non-syndicated cartoons, because it allows the network to budget each batch of episodes based on popularity. If a show flops after 13 episodes, they aren't stuck with 39 more.
