The cloud is diluted to the point that it doesn't effect regular humans anymore. They assumed it was also diluted enough that the mutants wouldn't be effected either but evidently not.

The clouds have been deluded in the air, they shouldn't be as dangerous to typical humans, and even mutants don't always get sick, some react more violently than others, and some afflicted mutants can even survive past the initial exposure and die slowly instead.

But that's the thing, it's a whole big holy ritual for the inhumans to go through the mists. The cloud should be sacrilege because it isn't the terrigenesis ritual. It was a plot point in their book that the actual inhumans (not the bullshut fauX-men nuhumans) refused to have their children go through the cloud because it wasn't "pure."

It's not the right way to do it, but they are happy enough to swell their ranks.
Also they kinda have to because half of them are orphaned or get kicked out of their families/countries.
So the depiction is inaccurate and highly idealised, but hits upon the point of Mutants getting decimated as the Inhumans thrive.
I respect everyone's right to their ceremony and religion, but once it hurts people who aren't involved or are too young to know better then it's a fucking problem.
