The one thing everyone points to as evidence for that is Ludo also saying "just swallow it," but considering the wand then told him not to have Buff Frog killed and Ludo changed his mind as a result, it seems more like Ludo deliberately (or unintentionally?) repeating Toffee's words. I mean, I guess that doesn't preclude the voice he's hearing from being Toffee's, but it does imply that he wasn't possessed by Toffee when saying that. In fact I'm not sure if there's anything to show he's been possessed at all; he's certainly taking orders from the wand and becoming more competent, but there does seem to be an actual voice from the wand he's choosing to listen to, and the competence boost happened before he got the wand anyway.

Since we haven't yet gotten to the big reveal moment of also hearing what Ludo hears, it could be Toffee, but it could end up being something/someone else, like Eclipsa maybe. This show is pretty decent when it comes to twists in the larger plot, so even though I would've said at first it's obviously Toffee, I'm not sure that's what's it's going to end up being. Same principle as Mina Loveberry seeming to be important before she debuted; they seem to toy with fans' assumptions a lot this season.

Also my dumb reason for doubting it's Toffee in addition to all that is that I think Ludo would recognize his voice.
