The only thing I can theorize why bandit bands don't get attacked or followed is probably that the concentrated negative emotions in the ransacked village is probably a greater draw than the smaller group of murderous bandits that are now gleefully going over their haul (and probably relishing all the people they killed. Think of a bunch of Tyrians. They're probably ecstatic with the body count, ergo no negative emotions from them) so the Grimm will concentrate on the suffering/sadness/death from the targeted village instead.

This is why the news report that Yang was watching annoyed me so much. It should have been full of censorship and hunter propaganda.
Instead of saying that the hunters aren't powerful enough to reclaim Beacon they should have worded it positevly like saying that the brave hunters managed to seal off Beacon and are keeping the grimm from flooding the city.

That's actually the point of what Hunters are.

They're like mercenaries, but highly specialised ones that are very good at killing perticular things.
It makes sense that they don't tie them down to a single kingdom at least if the whole negativity thing is true.
I mean, a Hunter travelling around will probably have a look at mission boards all over where ever they are.
On their way to a job they'll likely trim the population of Grimm here and there too.

The military is too regimented and stiff, it'd be a shit ton better for things like expansion though.
Mountain Glenn probably wouldn't have happened otherwise.

To be honest, it's like in the real world.
As long as soldiers are under some official service, they're known and trackable, as all they do is follow orders , just like Remnant hunters go on missions/jobs where the data on who is requesting the job and who is applying is recorded, but once their service time has ended, there is no tracking systme preventing them from using their military training to become criminals.

Not to mention how having a tracking systme for graduated hunters so that they don't go on becoming bandits is pointless, as if as if a hunter wanted to became a bandit/break the law/become the master of the entire world, they won't give a flying fuck about being trackable, and most likely they'd be able to overcome the issue and stay untracked.

That's exactly the point, tracking system or not, their actions leave trails, so they can be found anyway eventually.
If they're a big threat, hunters will recognize who did what's been done(if they can't recognize them, it probably means they're also too inexperienced to be able to oppose them), and if they're simple bandits there is no need to recognize a style and what not, following the trails will suffice.
Also, knowing their last position is useless if there is no way to send hunters to that location in a short time, and since hunters are on their own with their own way of traveling(mostly walking), there is no way this is viable.

Because i strongly doubt so.

You guys seem to simplify too much this evil/dark side of characters, as if all the bad guys have to be mentally unstable or undeniably evil to be the bad guys.
