This always felt like one of the biggest examples of missed opportunity. I feel like the premise has a ton of potential, especially with Steph being given a "trial run" as Robin.

They made the mistake of centering the story exclusively around Bat-characters, and to make Batman a huge asshole again.
It would have been so much better if the war had been caused by natural gang events, and Batman having to deal with all the political, social implications, as well as countering the issues gangwise.

Honestly, the meltdown Willingham had at a panel over being called out on this story is more memorable than the actual story.

Batman has always had big bat family crossover events, usually they're forgottable, a few are just plain bad, and then there's gems like NML.

The story was written to prove Steph wasn't worthy to be Robin and to get rid of her. Unfortunately years later they decided that Steph shouldn't have Died and that she actually WAS worthy (of being bat-girl at least) making the story pointless.
The concept of Gotham erupting in a full out gang war wasn't bad, but the way it was handled in War Games was just the plot steamrolling everyone's actions so Steph could die and Tim come back as Robin.
