by chapter do you mean issue? most offline readers have you tape or click the pages to scroll left/right, maybe you could change that in the settings? comixology is the big one. there are some good online comic readers though, however they dont support the industry

Don't think you really understand what I'm looking for. You can easily find these readers online and even get addons that convert normal galleries to them, but there's to my knowledge nothing that does it for files I have offline on my PC.
That really doesn't have anything to do with someone reading manga on their phone.

Well you did initially say you were new to comics and asked for a comic reader.

CBR and CBZ are the standard formats for pirated comics and a lot of cbr readers let you do that single page and sroll thing you want.

If you're looking for a file reader, CDisplay is the favored one here. It's not all in a line (like Kissmanga used to do), but you can set it to display entire pages at once, and hit the space bar to read the next.

That reads file formats cbr, cbz, and most relevantly to you, I suspect, rar files. You can also read entire folders, but more often than not people use compressed files.

Yeah, the one page thing is something few programs use, because they're typically aimed at mimicking reading a book. At best you'll get double-spaced, I'm afraid.
