Pre-Flashpoint, yes. He has only made a minor sort of cameo since then and every writer has ignored his existence so the whole timeline is kind of fucked up. Like, he has to exist in some form because Querl is still alive but he's apparently not running around with L.E.G.I.O.N. yet/anymore or they are still too small to be noticed by anything like the GL corps.
