Yes, it's the first James Bond comic in about 18 years - the last one was the Classics Illustrated UK version of Doctor No, which DC reprinted with a punchier cover. So, why the wait?
Well, you have to remember that James Bond may have sky-rocketed in popularity with the first movie, but it always had the whiff of "flash in the pan", even when Connery wanted to do it, which didn't last long... poor bastard couldn't even take a piss without journalists bugging him.
When he left, things were even more up in the air. Roger Moore may have stabilised things, but even then there was the sense of "How long will this last?". With all that in mind, you can't really blame DC for sitting on the license for so long.
