This is an incredibly hard subject to do without feeling tacked on. I'd say the most important thing to do to try and make it work is have it be natural and stretched out. A clear relationship between the two needs to be established at the beginning, for example, are they acquaintances, friends, enemies? From there, things need to play out slowly and naturally. Unless you're doing a romance novel, the story should always come first and not be compromised by the budding relationship. Have it play out subtly in the background of the events, tying it together so that it all flows smoothly.

Most importantly, do NOT make it feel shoehorned. The two characters have to have a real and very clear to see bond that grows steadily as the story goes on.


TL;DR: Don't rush it and make it feel believable and natural.
