Maybe a hint of Shadows of Mordor? None of this mind control bullshit of course, have several fractions (GCPD, Batfamily, each famous villain is it's own fraction and oftenly fight each other) and that system, where they fight each other fraction vs fraction and even some infighting and stuff, similar to that system in Shadows of Mordor. Add RPG elements, you can start with some different backgrounds (Driver, + to your driving skill, Chem Teacher, + to making bombs and toxins, but you aren't very fit) and be stronger as you progress. Endgame is you being a pretty big shot yourself, starting as an elite officer of one of famous Gotham villains and get betrayed, decide to go solo or betray your boss, then making a costume and a name (if there isn't one from press/police) and even have an option of getting super powers from magic/DNA tampering/augmentations, but it's a series of a long ass quest line that requires a lot of resources and manpower, very easy to fail and you may end up broke because you simply don't have enough resources to pursue your quest for power and run your band all at once.

First time I went 3 stars all I had to worry about was some nerd in a Robin costume gliding into my roof.
2nd time I went 3 stars some fucker in a red helmet comes up on a motorcycle and starts shooting me with an Uzi.
3rd time some chick with red hair kicked me out of the car and ran off with the hooker I had picked up.
4th time some guy in black/blue spandex kept shaking his ass and distracting me with sexy acrobatics till the cops showed up.

You get a makeshift Batman costume. Something that looks amateurish and was stitched together. The only real part of the costume a utility belt, grappling hook, and maybe the boots and gloves and cape. Whatever was found in the batmobile.

If you make it about heists and capers it could be good. A nice game play mechanic would be to force the player to choose between making money (e.g. by robbing banks and performing other low level crime) performing capers to earn respect or lower heat, but don't necessarily make you any money, or pursuing personal goals and vendettas (such as killing the Batman or some other villain.)

Make the regular villains playable factions.

Make it so you can customize your own villain who can build on his/her unique theme. Better yet, have henchmen that nearly die as a result of a Cape's actions "evolve" into new villains that start their own factions.

Shit, how much tools can the belt hold? Is bat hook the top hook in the whole game? I always have to juggle between bombs, traps, lockpicks and hooks and I STILL can't 100% a mission, even with pockets on Deep Sleeves costume I got from that Zatanna mission. Speaking of magic, can you learn it or is there just some gear from missions and that's it?
